According to the International Electrotechnical Vocabulary (486-01-20)
a VRLA battery is defined as follows:

"... A secondary cell which is closed under normal conditions but which has an arrangement (valve) which allows the escape of gas if the internal pressure exceeds a predetermined value. The cell cannot normally receive additions to the electrolyte".
